On April 29, the Senate confirmed Stephen Johnson as EPA Administrator MJ Bradley & Associates In a vote just after midnight on April 29, the Senate confirmed Stephen Johnson to be administrator of EPA. The Senate confirmed Johnson after voting 61-37 to invoke cloture and overcome Sen. Tom Carper’s hold on the nomination. Sen. Carper had said he would remove the hold if EPA gave him assurance that it would provide him with additional analysis of multi-pollutant legislation, including the Clean Air Planning Act and the Clean Power Act. Sen. Carper was not satisfied with EPA’s response and refused to remove his hold. With Stephen Johnson confirmed as head of EPA, it appears unlikely that EPA will conduct the analysis requested by Sen. Carper. It also appears the EPA will not conduct the compromise analysis they offered to Sens. Carper and Jeffords. Sen. Carper's staff released copies of the exchanges between Sen. Carper and EPA on the additional analysis issue.
