Sen. Carper Places a Hold on the Nomination of Johnson

On April 14, 2005, Sen. Tom Carper (D-DE) placed a hold on the nomination of Stephen Johnson for EPA Administrator. In a press release, Sen. Carper indicated that his decision to place the hold was motivated by the EPA’s reluctance to complete "a detailed, technical analysis of the economic, health, and environmental impacts" of the Clean Air Planning Act or the Clean Power Act.

A hold means that the nomination cannot be discussed on the Senate floor without an extended debate. (Click here for more information on a hold)
